Risk Management Local Pool (Minnesota)

NJPA offers local pool risk management options for our Minnesota members.  Our National Programs are also available to local members.

Self-funded Health Insurance

Health PartnersNJPA offers a self-funded health insurance program administered by HealthPartners. There is no NJPA membership or administrative fees required for your participation, allowing additional funds to be available for claims payment and rate stabilization.

Negotiated benefit packages are duplicated and alternate plans are allowed which may include either an HSA or an HRA. Each of our Members participates in their own renewal rate and claims funding development. Other benefits of Membership in the NJPA Risk Management Pool may include participation in the Frequent Fitness Program; wellness programs, like Healthy Together, and preventative care programs offered by HealthPartners and/or NJPA.

For more information, please visit HealthPartners website at www.healthpartners.com

As of April 2010, our pool includes 1,245 single and 695 family contracts. Our last renewal increase need was 6.36% which is well below the medical cost trend of 17.7%. To better serve our Membership, we now offer two renewal dates. Prospective Members will be able to elect a July 1 or January 1 renewal date. HealthPartners® has proven to be a valuable partner.

5 Great Reasons To Choose NJPA

Take a look at five of the many reasons that NJPA is your best choice.

1)   No Membership Fee

2)   Transparency (No Comingling of Funds)
“…National Joint Powers Alliance (NJPA) informed us that it continues to spend insurance program funds only on health care activities, and in 2005 was able to return to pool members $250,000 of their net investments. In its most recent audit, NJPA reported unrestricted net assets and/or equivalent of $4,586,001. However, we note that NJPA derives a fairly significant portion of its revenues from non-insurance related sources. Furthermore, in our Special Review, we found that NJPA did not use insurance fees to fund non-insurance related programs. Therefore, our concerns that insurance-related funds are being used by service cooperatives to create considerable reserves do not apply to NJPA…”

“… North Central Service Cooperative’s financial statements reflect the insurance risk pool as an enterprise fund, and provide an example of the format for properly reporting the service cooperative’s insurance risk pool activities…”

3)   Member-driven
NJPA is a Member-owned cooperative, serving all public and non-public educational systems, governmental agencies and all non-profits. Our goal is to provide Members with requested programs and services created, coordinated and delivered through a cooperative effort between all participating Members.

4)   Flu Shots INCLUDED!
NJPA provides flu shots for the Members of the Self-funded Health Insurance Program at no cost to the individual or group.

5)   NJPA Provided Fitness Reimbursement
NJPA provides a $20 fitness reimbursement to the members of the self-funded health insurance program at no cost to the group.
