The National Joint Powers Alliance (NJPA) began the Risk Management Pool in 1985 at the request of several members who wanted assistance in lowering their health insurance costs.  The Minnesota Legislature recognized the advantages of the cooperative working arrangements we had established and opened our legislation to include serving cities, counties, and other governmental agencies (CCOGA) in 1996.  From this request our combined school, city, county and government agency pool has now grown to over $13 million dollars in premium annually. 

The Service Cooperative legislation requires the insurance pool to go out for competitive bids every four years.   We solicited bids in April of 2006 and awarded the bid to HealthPartners, Inc on June 1, 2006.  We are pleased to offer a different approach to health insurance to government agencies in region 5 and throughout Minnesota.  We engaged an independent actuary to review the bid responses and make a recommendation to the Risk Management Pool Executive Committee and the Board of Directors.  The recommendation was to award the bid to HealthPartners with an associated pool savings of $500,000 in administrative and stoploss charges.

Today, the National Joint Powers Insurance Pool serves the Risk Management Pool in areas of: Health, Life, Accidental Death and Dismemberment, Long Term Disability, Short Term Disability, Workers Compensation, Property and Casualty, Vision, Dental, Aid Anticipation Certificates, and Tax Anticipation Certificates.  The NJPA Board governs the Agency.  We are expanding the opportunities available to our members in Minnesota and across the nation.
